The Department of Public Administration, Panjab University, Chandigarh organized the second lecture of the Department’s Lecture Series titled, “Public Policy - Theory and Praxis”. Mr. Krishna Mohan, IAS (Retd.) delivered the lecture on the topic "Ethical Challenges & Dilemmas in Public Governance" on 30.10.2018 at 10:30 AM in the Seminar Room of the Department of Public Administration, Panjab University, Chandigarh. Professor Ramanjit K Johal, Chairperson, Department of Public Administration and Director, Research Promotion Cell, Panjab University welcomed the guests and introduced the topic and also noted its fitness as Vigilance Week is being observed. Dr. Bharati Garg, Assistant Professor, Department of Public Administration, Panjab University, Chandigarh introduced the Speaker Sh. Krishna Mohan, who is a distinguished Retd. Civil Servant and National Trainer/Facilitator on ‘Ethics and Values’ certified by Department of Personnel & Training and UNDP. Sh. Krishna Mohan began by differentiating between values and ethics stating that values are personal, deep inside us whereas when values are put into action they become ethics. He further discussed at length various ethical dilemmas in decision making faced by every individual in the daily life taking examples from his own experiences - both personal and professional. He also emphasised that every person should apply three levels of ethics when acting i.e. follow rules, listen to one’s inner voice and introspect in silence which will help an individual to overcome ethical dilemmas in decision making. He suggested a checklist on dealing with different ethical issues in making rational decisions and gave the golden rule of ‘empathy’. His presentation was highly appreciated by the audience and a lively interaction followed. The lecture was attended in large numbers by students and researchers from disciplines of Public Administration and allied disciplines.
